The enrollment of one participant in an IncentivePlan (incentivePlanId): depending on the plan's memberType this points at a Resource (resourceId), a partner Account (partnerAccountId), a Branch (branchId) or a Contact (contactId). The incentive engine matches KPI rows to the participant through whichever of these ids the plan's member type selects. Per-target quotas for the participant live in child IncentiveResourceTarget rows.
