GSTR-2B aggregate ITC totals row under a GSTR2B header: the GSTN ITC-available and ITC-not-available blocks flattened into paired tax-head columns (an itcAvailable and an itcNotAvailable column each for IGST, CGST, SGST-UTGST and cess). One of the header-FK records that carries the Books-vs-Portal source discriminator; the GetGSTR2B summary reads it for the GSTN-computed ITC roll-up.
